Pennsylvania Statewide Automated Victim Information and Notification, known as PA SAVIN, is delivered through VINE and VINELink. The free statewide program covers participating county jails, state prisons, and state parole. Columbia County Prison links PA SAVIN from its official prison page, so the service is a valid local status and notification channel. County jail event types may include release, escape, and movement to another location.
Coverage does not erase the custody-system boundary. A transfer from Columbia County Prison to PA DOC, another county, federal custody, or immigration custody ends the Iron Street stay but does not mean the person entered the community. It is also different from the DOC locator, which has separate current-inmate and Department-supervised modes. A released county detainee may leave the VINE public result after an unstated period. A state parolee may instead appear in DOC supervised mode. Fully discharged people may be absent from both. Each absence has a different cause and none is a complete historical finding. Try the legal surname first, then known aliases only when the initial search fails or the source record documents them. Hyphens, compound surnames, and reversed given names can change results. The official Columbia research did not verify a universal result-card field list or a guaranteed retention period. Treat each displayed label as written. Do not turn “out of custody” into “sentence completed,” and do not turn a movement notice into community release.

Without phone acknowledgment, official guidance says calls may repeat for 24 to 48 hours and may arrive overnight. Older state program literature describes alerts as near real time, with bond-release notices potentially quick and some transfer alerts delayed for safety. Those descriptions are not a guaranteed service deadline. Keep direct agency numbers available for urgent confirmation.
Telephone acknowledgment is more than a convenience. Entering the correct PIN plus the pound sign tells the system that the intended registration received the call. If a household shares a telephone, explain the expected alert and protect the PIN so the right person can acknowledge it. When contact information changes, use the operator rather than assuming an old number will forward. Multiple delivery channels can reduce the chance of a missed event, but duplicate messages do not make the underlying agency report more conclusive.

Use three layers for a reliable answer. PA SAVIN provides the fast signal. The jail or DOC supplies the custody record. The court docket or Board document supplies the legal context. A live jail roster, if one existed, would focus on current custody. Columbia County does not publish an official public roster or recent-release feed. A released person may therefore be absent from the prison website while still appearing through a source record or court docket. For a federal person, use the BOP locator. For an immigration transfer, use ICE’s locator and direct agency follow-up.
The BOP inmate locator accepts a federal register number or other listed identifiers and can show a federal Release Date and Location. A past date with Location “RELEASED” means the person is no longer in BOP custody, not that all supervision or other custody ended. ICE’s detainee locator can include some people currently detained or released from ICE custody within its limited recent period. Neither tool should be used merely because Columbia County Prison once held the person. First establish the receiving federal agency from the county movement record.
For a court disposition, search the Pennsylvania UJS portal by participant or docket number and choose Columbia County. Bail, charges, disposition, sentencing, and docket entries explain legal authority, but the docket may lag the physical movement. A release order can precede exit while staff clear other holds. It holds county pretrial and sentenced people, federal prisoners, and certain state technical-parole violators. The same physical exit can lead to very different destinations.
The statewide release-notification instructions distinguish release from movement to another location. Follow that distinction at Columbia County Prison. A movement to PA DOC, a federal receiving agency, immigration custody, or another county is an exit from the county prison, but it is not release from all custody.
When the alert lacks a clear destination, call Records and ask whether the existing event record identifies a receiving agency. A court docket can then explain the order behind the move. Note: Do not rely on an alert alone when immediate safety or legal action depends on the status.
