Columbia 72-Hour Window
A 72-hour search is a date-range reconstruction, not a live roster check. The Columbia County Prison link inventory contains no current roster, 72-hour release view, 24-hour release view, booking-photo archive, or mobile roster app. It therefore publishes no feed fields, update cadence, or online retention window. That is a documented absence, not a missing value that can be filled from a commercial jail directory.
Define the interval before searching. A request should use local dates and clock times, such as midnight on the first date through 11:59 p.m. on the third. A vague phrase like “last weekend” can shift depending on when staff receive it. When records span a weekend, distinguish the court action, authorization, physical departure, and later database update. Each can fall on a different day.
Build Columbia Release Timeline
Use several official channels because no single one supplies a complete three-day county log. PA SAVIN gives the quick event layer. Prison Records documents the custody movement. The UJS docket shows the judicial action. Each source has a distinct role, and a difference in posting time does not automatically mean the records conflict.
- Write the start and end dates and times for the full 72-hour period. Use Eastern local time and include all three calendar dates.
- Search PA SAVIN through VINELink for the named person. Record agency, exact status wording, and timestamp.
- Call Columbia County Prison at 570-784-4815 or Records at 570-389-5718. Ask whether each departure was to the community or a receiving agency.
- Search UJS criminal dockets in Columbia County for bail, disposition, sentence, county-parole, and recent order entries.
- Request the existing release log or report for the date range. Ask for its existing format with lawful redactions, not a newly compiled list.
For multiple name matches, compare a docket, booking, DOC, or federal register number when available and use another lawful identifier. Do not connect records solely on a shared name. The wider window increases the chance of confusing two people or combining unrelated events.
Columbia Three-Day Record Fields
The county has not represented that a standard public release list contains fixed columns. The fields below are the useful items to name when asking for an existing log. An agency may provide the fields it maintains, redact protected data, or explain that no responsive log exists in the requested form. Pennsylvania's Right-to-Know Law does not force an agency to build a new spreadsheet.
| Requested field | Timeline use |
|---|---|
| Admission or booking identifier | Links each movement to the correct confinement episode. |
| Release date and time | Places departure within the three-day boundary. |
| Release code or legal authority | Separates bail, court order, sentence end, parole, and other grounds. |
| Destination or receiving agency | Shows whether the movement led to the community or continued custody. |
| Originating court or case | Connects the custody event to the UJS docket and order. |
A “released” transaction can be narrower than release from all custody. If the receiving field names PA DOC, ICE, the U.S. Marshals, another county, or another detainer authority, the person left Columbia County Prison but remained confined. Preserve that qualification in any timeline.
Columbia Weekend Release Reconciliation
The three-day view is most useful over weekends and holidays because routine court and record-office activity may resume after custody events have already occurred. A judge may set or modify bail, the prison may process documents, and a docket update may appear later. Columbia County Prison's bail instructions say Magisterial District Judge bail is handled at the setting judge's office on weekdays from 8:00 a.m. to 4:30 p.m., while bail may be posted at the prison anytime Saturday and Sunday.
That route can create several valid timestamps. “Bail posted” describes payment or satisfaction of conditions. “Release authorized” describes permission to proceed. “Released” should describe actual departure. A status service may then publish an update. Other holds can delay departure after bail, so a weekend payment cannot stand alone as proof that the person left.
- Bail release
- Pretrial custody ends after bail conditions and processing, while the case remains open.
- Detainer
- A hold or request from another authority that can prevent community departure.
- Transfer
- Custody ends at one facility because another agency receives the person.
- Discharge
- Formal completion of the controlling custody or supervision obligation, not merely a jail movement.
Order Columbia Release Events
When sources disagree, rank them by the fact each was created to record. A prison movement entry is strongest for the gate transaction. A court order is strongest for judicial authority. PA SAVIN is strongest as a rapid source-agency notification signal. PA DOC is strongest for its own state custody or supervision status. The aim is not to force all timestamps to match, but to explain which event each timestamp marks.
| Source | Best evidence | Limit |
|---|---|---|
| Prison release or movement record | Actual local custody transaction and destination | Does not resolve later custody at another agency |
| UJS docket or order | Bail, sentence, disposition, and legal authority | Not a real-time gate log |
| PA SAVIN/VINELink | Prompt status or movement signal | Not a certified record or full history |
| Receiving-agency locator | Later custody or supervision in that system | Intake and public updates can lag |
A docket posting on Monday can support a weekend event without proving the exact time of exit. Likewise, a person absent from a current roster may have transferred. Use narrow language: “released from Columbia County Prison to PA DOC” is more accurate than “released” when state custody continued.
Route Columbia Custody Changes
Columbia County Prison holds pretrial and county-sentenced people, federal prisoners, and Pennsylvania Act 122 technical-parole violators. Its mixed role makes system routing essential. A county bail or county-sentence release belongs with Prison Records and UJS. A transfer into a state correctional institution should appear in the PA DOC system after intake. A sentenced federal prisoner belongs in the BOP locator, while a pretrial federal detainee may instead require the federal docket or U.S. Marshals route.
- Use Columbia County Prison Records for the local departure time and release or transfer code.
- Use PA DOC for state incarceration or Department-supervised parole, not ordinary county probation.
- Use BOP for federal sentences, not every federal person temporarily housed on Iron Street.
- Use ICE ODLS when an immigration transfer is plausible; a no-result is not community-release proof.
A current-custody locator shows who is in that system now. A released person may drop from a current view, while a historical court docket survives. For older events, seek retained records and do not interpret disappearance caused by sealing or expungement as proof that no confinement occurred.
Request Columbia Three-Day Logs
Submit the county's required Right-to-Know request form to Open Records Officer David J. Witchey, 35 West Main Street, Bloomsburg, PA 17815, dwitchey@columbiapa.org, 570-389-5613. Ask for an electronic copy of the existing release log or movement report for exact start and end times. Request admission or booking identifier, release date/time, release authority, and destination or receiving agency if those fields exist.
Sections 703 and 705 of Pennsylvania's law matter here: the request must be specific enough to identify records, and the county need not create or compile a custom list. Accept the existing format and ask the agency to redact protected content while producing the rest. Electronic delivery adds no fee under the statewide schedule. The agency generally has five business days to respond after receipt by its records officer, subject to a lawful extension.
